Dishwasher would not drain water - found burnt out control panel and replaced the control panel (decided the $150 was easier than trying the DYI solder solution!)

After replacing the control panel, the dishwasher drained, but would not fill with water to wash. I poured a gallon of water in the bottom of the dishwasher, and it pumped that water through the cleaning wands, then drained as normal.

However, the water will not fill as normal. Any suggestions as to how to proceed???

Further information on the dishwasher problem:

Add water to dishwasher, starts wash cycle - heats water and pumps through cleaning arms then drains, but does not refill with water.

1.) Checked water supply line -- no problem
2.) Checked continuity in water valve -- OK
3.) there is no water in the foundation bowl
4.) impeller is not restricted
5.) float arm is not restricted

Am trying to determine if the new control panel is defective or is it possible the water valve is defective even though the continuity reading is above 1,000 ohms.

Would appreciate any suggestions on this issue.
