Washer (WPSR3100W2WW) will not spin or agitate, pump works. Problem is not belt or transmission, that was replaced (succesfully) a year ago. Everything seems to turn freely. When timer advances to start motor, motor will hum for a five seconds or so but will not start.

Hoping motor is not bad, costs more than the washer is worth at this point, but hate to give up so easy. Is there a relay or starter or thermal shut off that could be to blame? How can I check these?

Sounds like a faulty motor. Remove the belt, start washer in spin and spin the motor pulley as fast as you can by hand to see if it will start. If it does, the motors centrifugal switch is probably bad. There are no relays or thermal shutoffs (other than the motors internal thermal overload switch). Power to motor is thru water level switch, timer contacts and speed switch (assume you have tried high and low speed). Check voltage at motor blue wire when you start washer and motor hums. Should be around 120vac. Also check at violet/white wire when in agitate, or at red wire when in spin. Original motor is no longer available and must be replaced with new stye motor that comes as a kit including a capacitor, relay and new wiring harness that must be spliced into existing wiring. Very expensive.
