I have recently replaced the blower wheel and drum belt. Now the lower back of the dryer is extremely hot to the touch. There is a discolored ring just to the left of the vent as you are looking at the back of the dryer. What could be causing this?

Does changing the temperature setting to a lower setting change the exhaust temperature?

You may have a grounded element.
Unplug the unit and both wires at the heater.
Measure the heater, should be around 8 to 12 ohms.
Then check from each heater connector to the case, both should be infinite ohms. If not the heater is grounded and should be replaced.
This can cause it to run hot.

If when you reassemble it you have an air leak on the drum side of the blower then this could cause it to run hot.
the drum side of the blower is under a vacuum so sucks in air.
The thermostat on the blower would then see this cooler air causing the heater to run hot.
