Top freezer fridge stopped working after about 16 years.
Compressor runs and coils get cool. Defrost heater seems to be working when timer is in defrost fine, along with thermostat, seems ok.

Removed fan and tested by applying 120 v and fan runs fine. Cleaned fan and lead terminals as they seemed bit dirty and corroded.

Testing voltage from evaporator fan leads when compressor runs and voltage is about 95-96V. Is this low enough that fan would not come on at all? Not sure what causes the lower than normal voltage here. When leads are actually on fan I test zero voltage across fan terminals. But pulling one lead I can get the 96v reading from removed lead to fan lead.

Any help is greatly appreciated!!
