Are you sure it has the "O" in the model number? Each element has a limiter in it. This limits the maximum temperature of the element. It also turn on the hot surface light. Sounds like one of these is shorted (welded shut) so the hot surface light is on all the time.

I will try to open up the top and troubleshoot by removing the elements one by one to see if I can find the bad part.
