The angles are the number of degrees the timer knob moves during each step. If you add them all up it should come to 360°. The blank spaces are the same number of degrees as the last number above. Some charts show the degrees for every step, some have blank spaces, some have an arrow indicating the blank steps below are the same number of degrees as the last number above it. Some timers with 48 steps have a step of angle of 7.5° for every step and others with 48 steps have different angles. It all depends on how the cams that operate the switches are designed. Iv'e never had a reason to know step angles.
S.I.S is Sub-Interval Switch. The switch is cycled on/off. That's what the angled black fill in indicates. On the diagram between the timer chart and wiring diagram, there is a small chart labeled "Timer switch *48 mix S.I.S." It shows that the switch is closed for 15 seconds, then opened for 10 seconds, repeatedly. That function is only utilized during bleach and fabric softener dispensing.
To switch between agitate and drain/spin, the motor reverses direction. The motor must stop before it can reverse direction. Also, this is a neutral drain transmission. If working properly, it should drain for 2 minutes without spinning. The motor must then pause and restart in same direction in order for it to start spinning while continuing to drain. The pause causes the transmission to shift out of neutral. During the first few seconds that the transmission is driven in the agitate direction again, the neutral drain mechanism gets set again so that when motor stops and reverses for drain, the washer won't spin.
