Moved Dryer to new home. Had to replace power cord from 3 prong to 4 prong. Now getting PF Code. Checked plug getting 110 volts from both lines. Checked at dryer getting 0 volts on 1 side and 220 volts on other.Need help.

It has install info on 3 and 4 wire hook ups.
Note that on 3 wire earth ground and Neutral are the same. On 4 wire earth ground and Neutral are separate. So you have to change the grounding strap (wire).

Check the power at the wall receptacle first.
It should be
L1 (black) to Neutral (white) = 120 volts
L2 (red) to Neutral (white) = 120 volts
L1 (black) to L2 (red) = 240 volts.
