The refer will click about every 1/2 second, like a relay is trying to close. It will eventually latch after about 45 seconds or so. Everything else appears to be ok. Control board??

You probably have a hard starting compressor, or a bad cold control.
Get close to the compressor, if the clicking coms from the compressor, that would confirm.
Once the compressor comes on, if it stays on for a "normal" period of time, your cold control is ok.
