My oven only comes on when it is turned to 400 degrees or above, and sometimes not even then. If it does come on, it takes 20 minutes. I know nothing about ovens, I just want mine to work :(

I have the same oven and it does the same thing. I have to set it over 400 to get it to light and sometimes it takes forever. If I turn it down to 350 it doesn't work right. Did you ever figure out what the problem is?

You likely have a weak bake igniter. The igniter must draw at least 3.0 amps to open the valve, 3.2-3.8 amps is the desired draw. Igniters become weak over time and even though they glow red, they don't draw enough current to open the gas valve. I would recommend you replace the igniter. I have posted 2 links. One is to the exact replacement with the plug on the end, the other is to the same igniter with a splice kit at a much lower cost. It is up to you if you want to save some money and splice your old connector on.
