I have read the post by rladasamIIi concerning the washer that won't spin. I have a Neptune TL top loader. Everything seems to work fine, it fills, washes, drains, starts and stops the spin cycle, and the door is locked the whole time. Only problem; it doesn't actually spin. The clothes are sopping wet even when set for max extract and even with a relatively small load of clothes. Any suggestions? Is there a belt that could be broken or slipped?

Skramsim, Like all top load washers, you need to check and make sure there are no articles stuck between the tubs, especially between the spin basket and tub cover. Being a top load Neptune washer (FAV68 or 9800) the most common issue for no spin, or "DC" or "UL" error codes is a "slipping" clutch Part number: AP4009131
It's an easy check. Raise the top panel of the washer, program the control for a spin/drain cycle. and observe the lifter paddles. When you press the start button, the tub should start to spin, and the lifters/paddles should not rotate more than half a revolution, if they continue to rotate , no matter how little or slowly, the clutch needs to be replaced.
