The washer won't complete a wash cycle. It will stop in the cycle at different spots. and then the whole display will go out. Then the whole control panel will blink ever 30 sec or so. If I take a shop vac and either suck on the water discharge hose or blow down the hose it will start up again. Then it will stop again and blink again. The same thing will keep getting it going again. I have removed all drain hoses and pump and they are all clear. I don't know what is going on and I need help.

This can be the main control unit but the more likely problem is the water control level switch. Try changing it out and see if there are tech notes inside the lower service panel which will show you how to do some diagnostics.
