My user interface is completely dead. The only thing that works is the light inside the dryer itself. There is power to the control board and I register 0.7v
DC between 14 and 2 on P2 and P3 on the control board that leads to the interface. Do I have a problem with the control board or the interface?

You should have 120v at the main board not .7 volts.......Check your electrical receptacle at the wall make sure you have a hot, nuetral AND GROUND and all in working order as it specifies in your owners manual.
