I think I've done it all and it still is very slow to heat. Takes 20 minutes to reach 400 degrees. Here's what I've done.
1) Lower element has continuity and 240 volts, bottom of oven is boiling hot, touched with wet rag
2) Broiler element has continuity and 240 volts, operates intermittently and never glows read or reaches boiling temperature, touched it with a wet rag
3) When in broil mode broiler element glows red
4) Replaced temperature probe
5) Replaced controller board
6) During operation upper and lower elements click on and off, during preheat upper element starts clicking off within 20 seconds

I'm stumped.

Here's an update. With all the views I see that I've exhausted the usual suspects. I decided to try another controller board. No real difference so now I'm wondering just what the temperature should be after the preheat is done. For mine it was less than 150 degrees. But later it was able to maintain 400 degrees if we set the temp to 440. The thermometer I'm using came from Walmart so I don't know now much that affects. I just ran an auto clean cycle and it cleaned so that makes me think its got both burners working. I need to time how long it takes to get to 400, according to Walmart.
