I just had central air serviced, after it had sat for several years without operating. I had the wiring re-done (that was the original problem) and they re-filled the refrigerant. They didn't find any leaks. The outside unit comes on and runs fine, the blower is blowing, but it's not getting cool. Any ideas? The capacitor, maybe?

Outside unit is a York. Can't get to model number without taking panel off.

Can you please tell me is the compressor is ruining or not. OK answering the questions from the possibilities.The common Problem of ac's are given below you can check for that.
1. Capacitor
If the compressor is not ruining then can check the capacitor and the Voltages coming in the machine.
2. Refrigerant Leak
Refrigerant leak might be the reason.
3. Sensors failure.
Some times the failure of senors and the electrical board is cause to the air conditioner not blowing cold air.

The compressor comes on. The dude who serviced it last year filled it with refrigerant, checked for leaks and found none. It ran fine, just didn't ever get cold, and this was moments after the service dude left. We didn't have the money at the time to get him back, but we will probably call him again.

the air conditioning unit have several possibilities including: Bad capacitor, burned off wire, bad compressor, & the list goes on.

Generally, the capacitor being bad would cause the fan to cease functioning. It is used to give the motor a boost in energy in starting. You test a capacitor using a procedure called a squelch test. Just looking at the capacitor can be a clue, as the capacitor will generally swell when they go bad.

You should not have had to pay for the repair man to come back if he had just left.If the system had no leaks, he should not have had to add refrigerant.Do you know that the compressor is running for sure?Just because the outdoor fan is running ,it doesn't mean the compressor is running.I would call a reputable HVAC Co. To fix it.

There are many reason behind central A/C not cooling and It is very difficult to say what reason behind them without checking. So you will contact with any air conditioning repair service provider company because they will give better suggestion.

There are many reason behind central A/C is not working or cooling because air conditioning unit have several possibilities problems including: Bad capacitor, bad compressor, burned wire and many more. So. I think you have to proper repair your A/C by the best technicians. There is a company named Nevada Home Energy, They are experts in AC repair in Reno. I should recommend you to repair your central AC from this company. You will be fully satisfied with their services.
