I hear a clicking sound in the back but the compress does not start. I suspect compressor start capacitor. How do I check to confirm it is bad?

Unplug fridg and pull the cover off the side of the compressor. Make a diagram of the wiring. Pull off the start device, if it rattles when shook, it's bad. If you have an ohmmeter, check across the bottom two compressor terminals of the device, if open it's bad. Order a new one here AP4009660

It reads open but if I reverse my meter leads it reads like 3.6 meg ohms. So I assume it is bad.

Well I installed the new one today and it's still doing the same thing. Any other suggestions? Compressor gets hot but I can't say for sure it is running. Does not sound like it is. Is there another overload in the system?

If the condenser tubing does not get hot, your compressor is not running, either damaged start winding, or mechanical lockup.
