Something is wrong with the above in that you get different results
I am not sure what you mean by "unable to get a reading"
Some people say 0 ohms is no reading. In this case the elements would come on full and just keep heating up.
Some people say infinite ohms is no reading. In this case the elements would not come on.
So I think yo measured the sensors incorrectly.
Did you short the meter leads together to be sure the meter was OK?
Did you use a high enough resistance scale? For instance if you use a 200 ohm scale then 1,000 ohms will show up as an open (infinite ohms). Use a 2.000 ohm meter scale.

Also how much too hot or not hot enough?
Most units will allow you to calibrate the oven plus or minus 35 degrees F.
This procedure is usually in the operators manual.
