Turned the knob on the control panel to light burner and a spark of fire came out of the base of the knob. Does this mean that the control panel is bad?

Most likely since this is a gas cook top the spark you saw was from the switch harness ( AP3777963) for the igniters. The switch on that particular valve may be bad and shorting to the chassis. The switch comes as a set so they all get replaced at the same time. Take a look under the top and see if you find any evidence of arcing as you may just have a poor connection.

I lifted the cooktop up and removed the 8 screws around the base cover, but could not remove the cover. Is there a method to removing the base cover
|

The burners and and the screws that hold them in place must be removed along with the knobs & Then the top should just lift off.

I removed the top an saw that one of the switches that control the turning ON an OFF of the burner had burned out. One of the wires was melted and no longer attached to the switch. Is this the swich metioned above?

That's the one. The kit will replace all the switches so you should be good after replacing.
