Hi.

If the fans are running it's not the defrost timer. You need to check if there is a 120VAC (if you feel comfortable to run "life" test) to the compressor. If there is correct voltage you most likely should replace the start relay/overload

Hi.

Using a multimeter check for 120VAc between two wires coming to the relay.
Make sure the fridge is running when testing it.
You may pull the two wires off for the test, unplug the fridge first.

ok i unplugged from wall and pulled off relay checked for voltage between top (common) and both bottom holes nothing. unplugged from wall and checked for Ohms between both bottom holes the relay then clicked and i got 8 ohms. Plugged back into wall and checked for voltage between top (common) and both bottom holes 120 v on both. Plugged relay back onto compresser powered up and now it appears compressor is running quietly and not much cooling yet at all. This fridge has been sitting for 6 months. Is this normal?

Let it run overnight and then check the temperature.

If it's still not going to cool down - remove the freezer rear cover and check the evaporator frost pattern. If it's covered only partially or there is an ice in the corner - it's a sealed system problem and $$$.
