There is spark module inside the control panel. Remove the rear control panel cover to access it. Trace the igniter wire form the burner in question to the spark module. Switch this wire with any other igniter wire at the spark module and give it a try.
Post the results.

So finally after having enough time to look at the stove again I basically removed the stove top and noticed that nut/bolt used to secure the burner tubing to the burner head was a bit loose/shaky.
I tightened that bolt then cleaned the burner head as much as possible and after putting everything back together the burner ignites without having to blow into it. Thanks again for your help.
