Washer will spin and drain but does not agitate properly.

GE WJSR2080V1WW - Washer is about 15 years old.

The washer fills up just fine but when it is supposed to agitate clothing, it just agitates slightly and makes a noise like it is trying to move the agitator and after it finishes that cycle it drains fine and spins fine as well. I have replaced the coupling to the agitator and the belt although both looked good. The agitator groves look good. The agitator seems to work fine with just water (no clothes) in the machine. The machine will wash a very light load in both normal and delicate modes. The motor, belt and pulley seem to be turning properly.

What shall I try next to help identify my problem?

Is it the lower agitator that is the problem, or just the upper part (auger)? If it's the lower part, can you grab the fins and mimic the problem while it's agitating with just water? If you can, pull the agitator and try the same by grabbing the agitator coupler. Trying to determine if it's a transmission problem or lower agitator slipping on the coupler.
