I cannot find any info on the given model number.
Please check it.

Trace the wires from the broiler element back to the control board.
Some units have a thermal fuse/cut-off in this circuit.
If it does it should be 0 ohms.
Check the wires from the element to the control board.
If all OK then odds are thet you need a new control board.

I am assuming that the stove top and the bake element run OK.

:) Thank you for your help. The stove top and the bake element run perfectly.

Checking the thermal fuse.

For broiler element to operate correctly what Voltage difference should I see at the element leads?

tested thermal fuse and saw 0 ohms
tested broil element and got 0 ohms
tested broil element and it had 0 v when in broil mode
tested power and had 240 to left 120 middle, and ground.
tested bake element and it had 240 v when in bake mode
stove top and bake work fine
what am I missing?:)

Thank you for your help

Here are your parts
Parts for Whirlpool RF362LXTS2 Range - AppliancePartsPros.com

See the attachment for the tech sheet.

You should see 240 volts across the broil element.

Something wrong here as it should have some resistance 20 to 50 ohms.
You probably saw 0 because you were using too high of a meter scale so it cannot resolve lower resistances.

Since the fuse is OK and the wiring is OK then I would say that the control board (item 12 in the Control Parts section) is toast.

Looks pretty pricey, it may not be worth fixing the unit unless it is in very good shape.
