GE Washer fills but won't drain. New pump. Help!

Hey I could use some help troubleshooting my washing machine. Not sure what's wrong here, it was used when I got it, it had been working for previous owner but I kept it in storage for about 8 months and plugged it in and won't drain. Fills just fine, I checked for power going to pump after it finished draining and when my multimeter showed power at the pump I guessed it was the pump, bought a new one and its still not working.
Only thing is, the first time I ran it with the new pump, it filled like normal and at the end of the fill made a pretty loud click. That's the only time it did that.
My wife would really like to do laundry in our own house. Any help would be appreciated. Please be detailed :)

So, after agitation stops, the pump gets power? You can hear it running? But no water is pumped out? Sounds like an obstruction either in the hoses or between the tubs at the drain hole.

No agitation, just water pouring in. And no it's not running at all, just my multimeter showed 120v going to it once the water was done filling. I can gravity drain the machine no problem so there's no obstruction.
