Dishwasher fills with water, starts to run, spray water, then after 30 seconds to a minute stops and drains, then repeats this cycle. Didn't run full normal cycle, started and after 3-5 minutes it had ran 3 of these cycles.

Remove the toe panel and check the drain solenoid on the left side of the pump. Very likely it is stuck open. If it is and it's melted, replace the solenoid and the timer. If it's not melted, replace just the solenoid. - The drain solenoid & bracket Part number: WD21X10268

Pulled lower panel and watched today after tech reply. To start the solenoid and arm are in the up position. Machine will run a drain cycle, at the end of cycle approx 30 seconds, solenoid will buzz and the arm drops down, maybe 10 seconds. Next the solenoid releases back to the up position and the machine fills, then agitates thew water for about a minute or so. Process is repeated by machine.
Since solenoid is working is the a way to test or would it be locked into place if bad?
If solenoid is good, then where do I look?

Per your description the timer is bad and has to be replaced.
