After setting the oven control knob to Bake and setting the temperature knob to the desired cooking temperature, the oven will initially try to heat up, but after a minute or so, will display ERR code and stop. While it attempts to heat up,the displayed set temperature fluctuates and it beeps constantly. Is there a control board that needs replaced?

I cannot find any info as to what the "ERR" code means.

I would re-post your problem but this time include the model number.

With luck someone else will be able to help but just in case no one does I would check the oven sensor. This is just a wild guess on my part.

See the below link, look at 7, 8, 20 and 21.

Also check where it connects to the control board.
Check that the connectors are clean.
Also check that where it connects for a cold solder joint. Cold solder joints are often a duller grey and/or have pin holes.
Perhaps gently wiggle the connectors on the parts side of the board while looking at the solder side to see if the connector legs move in the solder.
Check for hairline cracks across the copper tracks on the board.
A magnifying glass can be useful while doing this at least it is for my old eyes.

Most ovens switch back and forth between the bake and broil elements during preheat so check that both elements are OK.
