Remove the main control board cover on the back of the refrigerator. Unplug the refrigerator. Remove the wire connected to the J11 terminal. Plug the fridge back and check for 120 VAC between this wire and the wire connected to the J7-9. If the reading is correct, reconnect the wire to the J11 terminal. Make sure the control calls for cooling. Remove the wire from the J8 terminal. Check for 120 VAC between the J8 terminal and the wire connected to the J7-9. If the reading is incorrect, replace the main control board. - The main control board Part number: WR55X10942

Ok... Original post was we thought, and still think, fridge was hit by lightening...we realized freezer was covered in ice... So we unplugged fridge for a day or two... Thaws it all out... Completely emptied fridge & freezer... Realized Condensor fan not working, so replaced. While waiting for it to arrive, we plugged fridge back in... It is staying at 0 for freezer... 37-39 for fridge.. New Condensor fan arrived... Still doesn't work... Now what can it be? Compressor very hot to touch. We had been keeping a box fan on Back of fridge... We have also been having outside temps of 95-100 for the last 3 days...we have been hearing clicking noises the last few days on occasion... What is this? Any help would be appreciated. This is a GE model PDS22SFSBDRR 5 y/0

The main control board condenser motor driver is probably blown, you will need to replace the board.
