I have an GE JGSP31GER Gas Oven, It does not heat up correctly.
I set the oven temperature to 450, but an oven thermometer says it is only at 200 degrees. I've also tried the broil on high and it also will only heat up until about 200 degrees then shuts down. If I open the oven door and let it cool for a minute, it will fire up again, but still stops around 200 degrees.

I have already replaced the bake igniter and also the oven sensor already.
What's next to try?

Sounds like the problem is a bad oven control board.
