A couple of months ago I turned off the refer and freezer controls and cleaned the inside of the refer and freezer. Then I turned everything back on. Now the freezer doesn't freeze (turned to high) and the icemaker doesn’t work. I have some therapeutic "ice bags" in the freezer that are frozen like a rock, but ice cream is soft (I just put a glass of water in there to see what happens). The water dispenser on the front door works fine, so it would appear that water isn't the problem. Any ideas are appreciated.

See if your evaporator fan in the freezer is running. It may cut off when the door is opened so push the little switch in.

If it had time to ice up you might check the evaporator coil behind the back cover of the freezer to see if ice is blocking the air flow.

Would ice build-up on the evaporator coil during the 1 hour of non-op?

No, but it could build up in several hours of operation.
