The temp guage says that the oven has reached temp long before it has actually reached temp

How long are you letting it pre-heat, let it heat at least 20 minutes, over 30 is better then see if it is at the correct temp or not...

The oven will not reach temp even after an hour. The temp gauge tells the oven to stop heating because it reads a higher number than the oven really is.

I had the same problem, when I replaced capacitors c9 & c10 in the control it corrected it.

Leon is 100% right! Went to Radioshack. . . bought the capacitors (4.7uF 35 V) and replaced c9 and c10. . . THANK YOU, LEON. Would love to know how you figured that out.
