So i foolowed the Blog directions titled above. Everything was good until I shorted across T&H to bipass the bimetal thermostat, nothing. then I also jumped L&V and got no water. I check the valve connectors and get 1.5 volts on 1 side and .6 on the other.

Do I have two problems or is it just the control valve?

Do you have 120vac between L and N? Shorting between T and H should have started the motor running if the module is good. If you do have 120vac to the module and it doesn't start working when T and H are jumpered, then the module has failed.
