I had the bake element go bad. I replaced it only to find that it still does not work. Further investigation uncovered the broil element is not working also. The cooktop works fine along with the clock. Now I have the back off the oven and have made some measurements. I found 14.6 ohms on the broil element and 16.6 elements on the bake element. Trying to preheat the oven the meter shows I have 120 volts at the bake element. To me this seems low. Voltage only shows up after the clicking noise, which I am assuming the temperature probe is woring fine. Ohms on the circuit from the circuit board to the bake element back to the circuit board prove to me that part of the circuit is good. What should I look at next? Does the bake/broil elements require 240volts to operate correctly? Having only 120 comming out of the circuit board does this mean the board is bad?
Any help would be greatly welcomed.

You should measure 240vac if you read between the two sides of the elements. If you only read 120vac, and the surface burners are working, I would suspect the oven control is not turning on one of the 120vac circuits.

I don't see anthing on the wiring diragram for the stove. I am assuming that this circuit is inside the board and requires a new board. Do you think this is true?

Yes, unfortunately the control board passes both the L1 and L2 circuits so if you don't have both at the elements, then the board is the logical failure.
