The control panel does not light up. When a button is pushed an orange '"off " signal comes on for about 20 seconds. Tried rebooting by turning off power. Do I need new panel?

I do not think so.
Sounds like the control lockout feature has been turned on by mistake.
Perhaps the following will help you unlock it.
