my dishwasher won't start....all i hear is noise but it wont fill with water....what could be the problem?

Am a little confused

Is the problem just that it will not fill?
You did not list a Model Number but make sure there is some water in the sump many GE's will burn out the pump seals if run while dry.

Could be:
1. Fill valve is not being energized. Check with a meter to see if it gets voltage when in a fill cycle. This would be a controller problem

2. Filter screen on the input side of the valve is clogged up. Remove the valve and clean the screen. Do not remove or run the unit without a screen it keeps crud out of the valve which would hold it open and cause a flood.

3. Valve is shot. Screen is clean and it gets voltage and it will not open.
Could also check it for continuity, if an infinite resistance it is shot.
