Had to turn off the breaker last night, and then turned it back on. Light inside fridge works fine, and digital control illuminates, but with only a horizontal line in the freezer and refrigerator fields. Cannot adjust the temp, no air is flowing, no compressor running, and the temp is warming up. Tried cycling the breaker, no luck.

I see that sometimes the control board or mother board get fried with power surges, is there a way to tell if it is one or the other or both? (or something else?)

Check the overload/relay attached to the compressor, first a power surge can take those out as well. If you can remove them and shake them, if they rattle they need replaced.
The control board is Part Details - WHIRLPOOL CNTRL-ELEC, part number: W10165748
