Allow me to hook a start capacitor to it.

All im asking is for yes or no answer

Please dont tell me to ask tech i will change the compressor myself

You probably have a bad component. I would order a new start device, AP4503032 for this, comes with wiring info.

All im asking is about that part number nothing more ok

If your compressor is running and condenser warm, you have no starting problem.
