I have a small apartment size refrigerator/freezer and the refrigerator side will not get cold. I have noticed Ice forming in the top of the freezer section too. This problem occurred sometime back and I up plugged the unit for about two weeks and when I plugged it back in it worked fine until now. Any suggestions would be of help.

When it freezes up either unplug it with the door open for a day or so or use a hair dryer to defrost it as needed. There aren't many parts available for those units.

Does the build up of ice have anything to do with the refrigerator part not cooling properly?

Yes it blocks the air flow into the refrigerator part.

The Ice build up is at the front on the top next to the door. I was thinking the defrost cycle is not working?

If it's near the front, check the door seal make sure it is tight all the way around, a dollar bill works good for checking this.
