on start-up, washer fills and drains at the same time...what can i start checking?

How high is your drain hose? How far into the stand pipe does it go?

there is no drain hose..we just hooked it up to see if it works.

There's your problem. Attach a drain hose and route it to a stand pipe or a sanitary sink at least 3 feet high.
