We have a GE profile that is 13 months old, the freezer is at 24 degrees F. This is after the repairman replaced the Main Board, before that it was at 20 degree F. What could be the problem.

Does the evaporator fan work? Did you see frost on the back panel in the freezer?

Gene.
The model number you posted does not come up.

Not sure which fan is the evaporator fan but have not seen any signs of frost in the freezer. I do hear a fan when I open the freezer and feel cool air. The repairman said wait 24 hours for it to cool, it has been 19 hours and thought I should see the temperature to start dropping.

Well, they sent the repairman out today. He did discover frost once he removed a panel. He replaced the dryer unit and added some refrigerant. This didn't fix the problem and he stated that it was a part that he couldn't access. Well next week we will have a new refrigerator. :D
