I have to give fan at bottom a "nudge" to restart it, then it starts and spins freely.
1. Is it supposed to stop from time to time?
2. What might be the problem and solution?

This "problem" began when I noticed that food in the freezer had defrosted.

Sounds like the fan (Item 16 in Section 2) needs replacing.

It should be on whenever the compressor and it's fan are on.

It and the compressor fan and the compressor are also shut off during defrost.

Dear Denman, I need to be a little clearer. The fan that I have to "nudge" is the condensor fan blade at the bottom of the refrigerator. Once it starts it spins nicely and quietly. Sometimes it stops (is that normal?). Now that I have explained it better, please reply with a solution. Thank you. Jeff

Yes
The condenser fan is the same as the evaporator fan when the compressor is on the fan should be on.
The fans and the compressor are wired in parallel.

But it sounds like the compressor is on and when you nudge the fan it starts up so the fan needs replacing.

Hard to say if this is causing the problem in the freezer.
When the food melted was the compressor cycling or was it on all the time or was it off?
What it anything did you do to get the unit freezing again?
