If the continuity is bad, would it even be safe to put in a new element? I just bought the house and do not know how old the dishwasher is

If it is blown (open) it will have to be replaced. Note That it may have blown due to a problem with the control board or the temperature sensing thermistor. Also the part description says it is resettable, often this means that there is a pin that pops out between the thermostats connectors and pushing it back in resets the thermostat. I could not tell if this was the case by looking at the picture of the part.
