The arm is not rotating and the water level does not come up to the heating element. I replaced the water intake valve to no avail. The arm is not plugged up. It spins fine manually. There was some gunk in the impeller but it's all clean now. Float moves freely up and down. Help!

The water level should not come up to the heating element. These models use much less water than usual.
Did you check the water pressure in the dishwasher line?
Does the wash pump work?

I haven't checked the pressure. Water comes out of the arm strongly enough to hit the top of the dishwasher. From what I've seen of schematics, it doesn't look like there's any other screen/filter that might need to be cleaned, correct?

Gene, I finally got around to following your advice. Water pressure did seem low, so I replaced to water intake hose (from shut off valve under sink to inlet valve) and that solved the problem. Thanks.
