The defrost heater went out, had to defrost it with a blow dryer, it took 2 and a half weeks to get the part, so I had to defrost it again with the blow dryer, now the fridge or freezer isnt getting cold enuff, if we put something in the bottom of the freezer it freezes but everything up top is thawing out, also I havent hurd the compressor kick on

If the stuff in the bottom is freezing, I would say it sounds like the compressor is running, but not your freezer fan. Check and see if the fan is running or not.
