My problem began when I found water on the floor (no ice buildup on evaporator). I manually defrosted then cleaned drain path -no more water. Now freezer doesn't get colder than approx 27, frig 40 at coldest settings, ice maker not producing.
Defrost timer cycles to defrost after 81/2 hrs; element glows hot for about 20 of the 30 mins in defrost then cycles back to cooling mode
Cold control tests ok with multimeter at cold and warm temps
Cleaned coils (no buildup as I regularly do this)
Condenser and evaporator fans working, compressor quiet and running during cooling cycle (off during defrost), light turns off by door switch, no bad seals, ice maker is off.
Can you recommend a course of action?

Remove the cover from inside the freezer so you can inspect the evaporator coils. Note you must let the unit run for a couple hours before inspecting the coils because if you do it just after a defrost cycle there will be no frost. If the coils have no frost or just frost in one area (usually where the freon enters the coils) you have a sealed system problem. Since the defrost heater comes on I would say that you will find frost in one area. This is a symptom of low freon. Both the above will be expensive repairs as you need a pro, also there is no guarantee of a long term fix. Usually it makes more sense to invest those dollars into a new unit.
