I recently had my upper and lower felt replace on my dryer, the grounding wire had dismember from the terminal block. instead of replacing the terminal block, the company that I had to repair my dryer, rerouted the grounding wire where it is no long going through the terminal block. Now, when I used my dryer it is getting extremely hot to the touch and it has a burnt smell in the area where he worked on at the back of my dryer. what has he done to my dryer and can it be repaired?

The rear is where the heating element is, its going to get HOT, Is the odor your getting from the NEW SEALS? Pull the dryer out and check the vent hose to make sure that its not kinked!!! As long as you have a good connection and its taped up correctly it should have NO effect on the dryer.
