GE dishwasher sprays water during wash cycle, but doesn't clean at all. It is also very noisy. Any suggestions?

Does the dishwasher drain out the water after each fill and wash cycle?

Yes. It apppears to just throw around the food particles and detergent, but doesn't clean.

Pull the front kick panel and check for a jammed drain solenoid, if you have one.
