Whirlpool Dishwasher not Heating plus clean light flash

Hello, I have a 2 year old dishwasher that is not drying properly and the water temp is too low. About a month ago I noticed the clean light issue so I resetted it a couple times and havent had an issue where the dishwasher stops mid cycle. Below are my issues and what troubleshooting I have done in the past month.
Issues: Dishes not dry, intermittent soap residue on dishes, dirty dishes not clean, etc
Troubleshooting: After reviewing several blogs and boards here is what I did. 1) Ensure hot water source is working into dishwasher-OK 2) Check for blockage- OK no blockage 3) Checked for continuity on element- passed has continuity 4) Check for continuity on thermostat-passed has continuity 5) Check door switch for contact- passed 6) Ensure dishwasher is level and installed-OK
So after this, it was my assumption that I have a bad board. I just installed a new board which cost around $75.00 and I STILL HAVE THE SAME ISSUES.
At this point, I not sure if I should buy a new heating element or what else to do. I checked all of the connections and have continuity. PLEASE HELP....

Hi, thanks for the feedback. I've stopped the dishwasher in mid cycle and the water is less than warm and the element is not even hot to the touch so I'm still under the impression its the heater.
As for testing current, how do I do that while it is running. There isnt much room to get underneath and test unless you can point me to the correct wiring in the harness?
