GE top load washer is using only 3 years for every once a week, water filled in good, timer is good (you can hear the tig noise), after water is filled, agitate is not spin but you can hear the noise that the motor is trying hard but no movement,and the inside basket is locked, usually I can move when water fill in, so I turn to drain and spin, still no movement but can hear the water is pumped out. any suggestion? Thank you very much!

Use the info on this link HydroWave GE Washer Repair Guideto see if you can trouble shoot it. First start by going through the process to reset things. Many times that will fix it.

there is no flashing light or blinkind led lights on, so I checked the fuse, the fuse is good, the lid switch line is not work, do you think maybe this causing the problem, the water just pumped out after it fill in the basket.

Try the reset process, but if your motor is turning and you are not getting spin the mode shifter may be at fault.

I have reset the washer many time, nothing happened after that, the motor sounds not working, no flash lights, only pump is working.

Ok, given your posts the likely but not certain diagnosis is that your inverter has failed, and since it is part of the motor you have to replace the motor in order to replace the inverter.
You can go that route, and if you order from this site and the part does not fix the problem you can return it. See the returns policy for details and conditions.
