When I turnon the oven or broiler the control displays operates indicating that the unit is functioning. But the elements never heat up. The stove top appears to be working fine. Where should i start in touble shooting the problem?

I think ES300 is the control type and not a model number.
Please look for a model number.

Some units but not all have a thermal cut-out (fuse) in the heating element circuit.

Here is the parts breakdown
Replacement parts for FRIGIDAIRE FEFL78CQA Frigidaire/electric Range | AppliancePartsPros.com

Here is the wiring diagram
http://manuals.frigidaire.com/prodinfo_pdf/Springfield/316255333.pdf

When I turnon the oven or broiler the control displays operates indicating that the unit is functioning.
If you mean that it comes ready or shows a temperature higher than set point , it could be the temperature probe (Item 37 in Section 2)
Here is a good link with info on how to check it.
http://www.applianceaid.com/elecrange.html
Check out 7, 8, 20 and 21.

If the probe is OK then it could be a bad connection, a wire burned off or the control board/clock (Item 20 in Section 1).

The display indicates the unit is working and preheating but the element never gets hot. Or the unit indicates that the broiler is heating but again ite never gets hot. I first thought an element was going bad but do not think both would go out at the same time. It would appear that either a reay is stuck or a fuse is blown, does that sound feasible? I wil check the probe though for failure.

The wiring diagram does not show a fuse or a hi-limit thermostat.

So the problem is likely on the control board could be a set of relay contacts are burned out or the electronics that control the relay are shot.

I assume the control panel is part #AP3758650 from the diagrams. Thanks for the help.

No that is the panel not the control board.

The control board/clock is Item 20 in Section 1 - AP5176341

You may also need an overlay Item 20A - AP3219801
It is a stick on and sometimes gets ruined trying to get it off the old control.

The parts arrived yesterday. Installation took 15 minutes. Now have both bake and broil, oven working fine. It was the control panel. Thanks for the help.
