Whirlpool washer fills with water to set level, but does not agitate or spin and has a burning rubber smell. DO THAT MEAN I NEED A NEW BELT???

Your model does not have a belt it has a coupling (part#AP3963893). If the washer drains then that's probably the part you will need. It's a 3 piece part that goes between the motor and transmision. If you need directions on how to install let us know.

Installing a coupling is pretty easy. Raise the top, usually held by 2 clips about 2 inches in fromthe corners between the top and front panel. remove the front panel. then you can see under the tub where the pump is connected, remove the hose connected to the pump and move it out of your way.
The remove the clips holding the motor in place and remove the motor replace the coupler(coupling) between the motor & transmission and replace the motor, make sure to get the clips back on, and reassemble the rest of the machine.
You should be good to go. If you have nay problems or questions just let me know.
