After a cycle there is water up to the heating element. I have taken the drain hose off, replaced the pump since it was making strange noises and changed the impeller. There is no food stuff in the sump connected to the motor. If i run it with the lower arm off, fill it and then cancel it doesn't drain out all the water. There doesn't seem to be a piston and nut assembly. Any advise?

replaced the pump since it was making strange noises and changed the impeller.
Found the above a little confusing as I do not think you can replace the drain pump impeller.
Did you replace the wash pump or the drain pump?

Check that the drain pump is getting power when it should.
Check that the flapper valves (Items 328 in Section 5) are OK.

To eliminate the house plumbing as a cause.
Undo the drain hose at the house plumbing.
Then hold it in a pail and do a drain cycle.
Be sure to hold the hose securely in the pail and put a towel over it so it does not splash all over.
Note: Items often get stuck at the drain hose to house plumbing fitting and end up causing drain problems.

I replaced the drain pump (part 325) with the valve flapper and the impeller(part 430) that mounts on the motor. I am not sure how i test if the drain pump is getting power at the right time. I can see the water draining in to my drain during the cycle though. Do i test that with the voltmeter?

After testing with the voltmeter the pump drain is powered on and off several times for a minute or two during several cycles.:(
