The lights on our Maytag Quiet Series 300 dishwasher are not working with the exception of the Instawash button, so we ordered the control panel, part number AP4364618 (6-919822). Is it necessary to take off the entire door to remove and replace this panel? or can the part only be removed?

(if you're careful and don't damage the door front panel). Most of the people I worked with did remove the door panel, there's less a chance of damage, and there's more, easier access to the wires and harnesses you have to deal with, when replacing that panel. But that's up to you. Good Luck, Happy New Year :) :) :)
